The main mission of the CNV is to promote public and private dialogue, as well as consultation and exchanges between the various players in the vanilla sector. The CNV also aims to promote the structuring and synergy of the actions of the various actors in the vanilla sector, to serve as a framework for negotiations between the various actors in the sector, to ensure good governance and good management of the vanilla sector but also to establish and submit the list of operators claiming to exercise the professions of Planters, Collectors/Preparers and Exporters, with a view to the issuance of the necessary documents and the formalization of their activities by the Ministry in charge of Trade and the Ministry in charge of Agriculture, according to their respective attributions.
context== Context ==
The 2021-2022 campaign saw the non-compliance by a number of players with Interministerial Order No. 20726/2021 concerning the fixing of export floor prices (250 USD/kg) for vanilla to the detriment of the balance of trade, the balance of payment and public finances but also and above all the purchase price from growers of green vanilla which serves as an adjustment variable. This is why the Malagasy government, for the sake of a fair distribution of value, has decided to set through advisory note n°261/2022-PM/SGG/SC a minimum price for green vanilla (75,000 Ar/Kg) to ensure a decent income for planters. In the value chain, the application of the minimum purchase price of green vanilla of 75,000 Ar/Kg
notably by respecting the floor price of 250 USD/kg for exports. It is to ensure the implementation of these regulations that this call for expressions of intent is launched. It is part of the overall sanitation approach announced at the conference on July 4, 2022 in Paris on Vanilla from Madagascar.
== Objectives ==
Objectives This call for expression of intent ("AMI") is led by the CNV with a view to ensuring better management of the export-import phase for the 2022-2023 season and thus to identify a list of "purchasers international verified companies” having voluntarily submitted to the verification of their intrinsic status (the entity itself from a corporate point of view) but also extrinsic (purchase intentions, and behavioral commitment). This list must be consistent with the high number of export approvals - de facto eliminating any risk of monopoly - recently issued by the Ministry in charge of Trade.
The medium-term objective is to achieve the objectives of quality, traceability, fair distribution of value within the Vanilla sector and excellence of this sector as a whole, in particular through the establishment and promotion of the Madagascar Vanilla label with buyers recognizing the specificity of Madagascar vanilla. For this, it is necessary to stem and put an end to all forms of non-compliance with the conditions of production and export of Vanilla from Madagascar.

Buyers interested in acquiring Vanilla from Madagascar must come forward until September 30, 2022.
The list thus drawn up is only valid for the 2022-2023 season. For the following season, a new list will be established.

Given the preponderant weight of Vanilla from Madagascar on the international market, the CNV aims to set up an approach of excellence at all stages of the vanilla production process, including the export-import phase.

Based on the information provided by the candidate buyer to the CNV, the latter will be able to draw up a list of candidate international buyers with verified status, thus facilitating the export-import phase.
Thus, only "verified buyers" will be guaranteed to obtain the required quantities while stocks last. Any approved exporter with stock that meets the standards and regulations may request the CNV for a reconciliation with verified buyers.
